3% isnt significant enough of a figure to matter. For a $9m deal that's a measly 270k -
Even on a full 190M total team budget - 3% is only 5.7M
If we are going to raise things, we need to make it high enough to matter.. otherwise we are just creating more complicated contracts for no good reason

I voted no because I agree with Jacksonville - it needs to be a significant increase to matter.
